Security Licences in Western Australia


Agent Licence

It is a requirement in Western Australia that all businesses offering security services must hold an Agent Licence relevant to their field of expertise. The types of Agent Licences are as follows:

  • Security Agent Licence - permits the activities of security officers, consultants and installers
  • Crowd Control Agent Licence - authorises crowd control duties
  • Inquiry Agent Licence - allows the performance of investigation services
Agent Licence holders are not permitted to perform the tasks of the other licence classes unless they also hold the appropriate non-agent licence. A self-employed alarm installer, for example, is required to hold both an Agent and Non-Agent licence.


Non-Agent Licence

Employees who perform security services are required to hold the appropriate Non-Agent Licence. Non-Agent Licences include:

  • Security Officer Licence - guarding and protecting property
  • Security Consultant Licence - investigate and advise on matters relating to the watching
  • Crowd Controller Licence - monitoring or controlling the behaviour of persons, screen persons for entry or remove people from premises. Required for licensed premises, places of entertainment and public or private events and functions
  • Investigator Licence - to investigate the conduct of individuals or corporations or the character of individuals, perform surveillance work or investigate missing persons
  • Security Installer Licence - installation of security equipment

Non-Agent Licence Classes

Under Regulations, the Security Consultant Licence is divided into 4 classes:

Class 1: Safes, vaults and locks
Class 2: Security alarms, CCTV for security purposes, equipment & devices
Class 3: Security doors
Class 4: Watching, guarding or protecting of property

Under Regulations, the Security Installer Licence is divided into 4 classes:

Class 1: Install, maintain and repair safes, vaults and locks
Class 2: Install, maintain and repair security alarms, CCTV for security purposes, equipment & devices
Class 3: Install, maintain and repair security doors
Class 4: Install locks

Training Licence

In Western Australia, applicants must complete an approved training course authorised by an approved training provider in order to apply for one of the following licences:

  • Security Officer
  • Security Officer - Cash in Transit
  • Security Officer - Guarding with a Dog
  • Security Bodyguard
  • Crowd Controller
  • Investigator
  • Security Installer and Consultant Class 2
  • Security Consultant Class 4


Cost of Security Licences

An Agent Licence costs $1,141 for a single year or less, and $1,150 for 3 years. A Non-Agent Licence, on the other hand, costs $315 for a year or less, and $323 for a 3 year term. With each application, an individual must provide an original or certified copy of a fingerprint-verified Police Certificate. This carries an additional fee of $98.
